Bug fix (deployed on 4/19/19)
Fixed validation issues on a failed submitted application form, namely:
Entering a value in a required field will no longer un-highlight other blank required fields
Added descriptive error message for missing required file upload

Fix order of pull down of asset field rule fields when making a field rule. Asset pulldown list is now alphabetically sorted as specified in the asset configuration page.
